Yeah you could go to the marriot hotel, and do some sight seeing and then go have dinner at phillips.

The diner cruise sounds fantastic. We have one in Chicago that is popular.

Congrats on your anniversary! The cruise may be romantic for the views and ambiance, but for food you will do better at one of the city’s many excellent restaurants. Citronelle is top shelf, but more romantic might be the Tabard Inn. Tenh Pehn or Zaytinya would be my top picks for innovative and delicious food (visiting big-name chefs often go there when in town). For accomodations, the city has some cool new boutique hotels with lots of style:
Lastly, depending what time of year you are visiting, an evening stroll under the cherry blossoms is supremely romantic when the trees are in bloom (early April).

The dinner cruises are OK. I’ve been on the Dandy twice and Spirit once. They are much better to go as a group. The food is not what I would imagine you want for your anniversary dinner, but if you want to see the sights, etc. it’s ok. DC overall is a professional place, most cafes and clubs do cater to the 30+ crowd. Stay away from Georgetown & Adams Morgan nigth life to avoid the college crowd. All hotels are going to be upscale and expensive so you should be fine there. Stay away from anything in South East–avoid at all costs.
