Hotel prices fluctuate weekly, daily or sometimes hourly, so the chances of you getting a book with rates in them will be low to none. I’ve never heard of one.
Your best bet is going to be to decide where you want to be (mid-strip, south strip, downtown, off strip), what level of service you want and then to decide how much you want to spend.
From there you go to websites like to look at maps, read reviews and just get a feel for all that Vegas has to offer.
Once you have narrowed it down a bit, then you go in search of coupon codes and such from either Cheapo’s Bargin Bin or to one of the many websites out there that list all of the different specials and deals. One of my favorites is because the layout is so easy to look at and the hotels are sorted by date.
Another slightly more tedious option is to go on each hotel’s website that you might want to stay at, join their email list and they will email you specials and discounts periodically.

Not a book, but use sites like Yahoo Travel to search the location & dates you want. The per-night prices will be listed in the search results.
